How precise can custom skybox rotation speed be?

I'm currently working on a resource pack that mimics the actual rotation of Earth but I'm running into trouble with the custom speed of the skybox. According to this document you can make it so that, for example, at speed=0.5, the skybox rotates at half of the usual rate (360˚ per 24,000 gameticks). This works fine in-game so my assumption is that the skybox rotation speed equation looks something like this:

Glass has lines across it along chunk borders, unsure about what's causing it, mod list in comments. Any help would be appreciated!
Tried searching for other people reporting it and can only really find one instance of someone reporting a similar issue, but that was with Optifine: https://github.com/sp614x/optifine/issues/4999

This is not simply I have had a bug and thus hate the mod. The optifine dev literally does not care about bug reports, and there is absolutely nothing as a modder I can do to practically support it.
