Can't hardware transcode mor than 5 at a time even after all the required changes
Firstly, I followed this tutorial to patch the driver. I have the 536.23 DCH and patched both x64 and x32 dll. https://github.com/keylase/nvidia-patch/blob/master/win/README.md
I have never had to do the session limit bump thing from the last link. I have a 3090 as well and simply did the initial unlock, which worked fine. I would reinstall fresh drivers from Nvidia, making sure you install the newest one that is supported by the unlock tool (536.40 as of this post, the GitHub for the patch has links to the drivers - https://github.com/keylase/nvidia-patch/tree/master/win)

Suggestions for Server
As far as I know this isn't possible to do. Besides a 3070 is already plenty powerful for transcoding. You can also patch the driver on Linux to enable more than 3 transcode streams (because Nvidia limits to 3 streams on consumer hardware). If you don't have more than a handful of users one 3070 will be plenty.

Run a single Plex server across multiple physical servers?
Either you get an intel cpu for quicksync to handle a lot of transcode (8th gen+) or get a nvidia card (pascal or above) and use the unlock script at startup (https://github.com/keylase/nvidia-patch).

Passing GPU to an LXC.
Another thing, NVIDIA limits these GPUs to 3 NVENC sessions, but you can install an NVENC Patch on both the host and container to unlock it.

- unmanic : basically a FFmpeg GUI. I just wanted to test it and next thing I know, I passed through multiples tv shows and got down from 8TB to 6.5TB

Why is Plex so slow on the RPI 4 ?
You may also wish to look into Unmanic for the ongoing maintenance of your media library. I don't currently use it myself. I have been meaning to try it, just haven't got around to doing it.

Handbrake would be a manual thing. I've heard people having luck with https://github.com/Unmanic/unmanic which is like Tdarr, just not quite as complex and not distributed.
