How can I create a similar pop-up notification at a scheduled time?
I can't vouch for this library, but https://github.com/invertase/notifee looks like it might be the way to go.

React Native Background task
Hey, have you tried using react-native-background-fetch? It works amazingly with periodic background tasks (Android & iOS) even when the app is terminated! Just set your desired interval (15 mins), the library will take care of app termination and background state scenarios. Happy coding!

Best practice for background fetch + notification?
But I've tried something similar before and i noticed that background activities/fetches not always work. Sometimes it works a few times after opening the app and after that it stops working. In this case I really want them to work every single time (at least ones a day). I used https://github.com/transistorsoft/react-native-background-fetch for the background fetch the previous time.

Best way to notify users when they get matched?
But for the former, I'm wondering what's the best option here. I'm deciding between Expo's BackgroundFetch versus react-native-background-fetch. Are there any differences I need to be aware about?

Gweifications - Android App to Alert you for Gas Prices
Go for it mate! Currently, I got discouraged because of how background tasks in iOS are handled. I am using react-native and this library specifically for Android - https://github.com/transistorsoft/react-native-background-fetch . But it is not working for iOS on terminate and restarts.
