Remote connect tool
I setup tigervnc server on both my linux and windows machinces , then use websockify and noVNC to access them whenever i want through my web browser. you can follow readme of novnc here. If other pcs are on a seperate network or behind a NAT i suggest using frp hosted on a vps (That is what i did) .

Alternatives to Remote Desktop
noVNC https://github.com/novnc/noVNC/ works really well even in limited setup (through proxies, VPN, no client install env, etc). Pretty easy to setup on Linux machines, elsewhere I don't know.

Is there a Wayland-friendly method of controlling my PC with my phone?
I use wayvnc (VNC server for wl-roots based WMs) together with novnc (VNC client which allows web connections via browser). both would run on the computer. This allows any device with a decent browser to control the computer.

Why HTTP streaming upload matters on Web browser
Here is VNC over HTTP. VNC is for remote control. VNC client is complete in web browser powered by noVNC project. The application below also provides E2E encryption using openssl aes-256-ctr-command-compatible way which encrypts streamingly.

Wasn't this moved into Modernizr? There's a library I haven't thought of in a long time.

Paul Irish also started (or helped start) the html5 boilerplate project[1], which I am surprised to see is still actively being developed. I relied on that boilerplate for so many of my years of my early career (started full-time front-end in 2011). If you want another blast of nostalgia, check out the earlier releases[2,3] of it. I'm so happy I don't have to use conditional IE statements in my html anymore

Please, Stop Disabling Zoom
Not sure why this became a trend my guess is back when everyone was trying to update their website to support mobile devices, they want to deliver an 'app-like' experience and as native apps don't let you pinch zoom the native UI where ever you like websites followed suit.
I guess the issue now is it has become part of the cargo cult with people including these meta tags in their base templates without knowing what it does and failing to implement a suitable layout for all mobile device screen sizes and DPIs.
