Probably Plex. There’s also this nginix VOD module that will re-encode and package on-the-fly at playback request time.

1.My bad I was being dumb and thinking of mp3 LOL 2.I would suggest either using OBS or the client osr2mp4 https://github.com/uyitroa/osr2mp4-core to get a replay of it in mp4
