Right, but Stadia doesn't seem to be communicating exclusively by IP address. I can see this because I use nextdns.io as my upstream DNS provider and it logs every single query that comes thru our network and when I look at the requests from the Shield or my computer where I was playing Stadia, there are a TON of requests flowing back/forth while you game. It's wild to see. So that forced fresh lookup was causing the system to bog and introduced latency as you said, yep.
There's any way to block ads on every devices in the wi-fi using only my phone?

Is it possible you are using a network level DNS filtering system, such as a pi hole or nextdns.io service that is set to block 'trakcers' or 'phone home connections' to samsung's servers?

PiHole will do this for your entire network. There's also NextDNS if you'd rather use a cloud service (easier setup). Once you start using a network wide DNS blocker you'll never want to go back.

https://github.com/TechnitiumSoftware/DnsServer Is pretty solid, and super easy to set up. Alternatively the pi-hole recommendation is also a solid choice.

I use technitium dns ,(there is an official docker image too). Just set your domain to point to your Nas, and allow recursive DNS to the DNS provider of your choice (eg. 184.108.40.206 for Google's dns). You will have to set your Nas as the DNS server in the DHCP settings on your router.

There is HTTP API available which is documented here. The web console that you have seen uses the same API and all the options on the GUI are done with the API itself. So, any config changes you wish to make programmatically is possible with the API.
