Unfortunately yes. I see most of the providers were removed from Navitia's side: https://github.com/grote/Transportr/issues/877

The Transit app, based in Montreal and probably the most reliable bus app available will begin charging people monthly/years to view bus lines and departure times.
Better, the city could pay to improve existing FLOSS applications (Transportr for instance).

If you can read Java you may haves a look at the Transportr source code. I don't know if it covers Oran but at least it should give you an idea how to do such an app.
