Two questions.
I use swaywm exclusively so I simply put export in .zshrc but for your case, you can run sway together with exporting environment variables via script. Similar to this one: https://github.com/naibaf0/dotfiles/blob/master/bin/sway-run

I use sway-launcher-desktop. It does not really have submenus as you requested, but is still a nice terminal application launcher.
