Minetest. Similar in spirit to Minecraft, but built for modding. Large modding community. Making your own mods is easy and fun.

What are the limits of blueprints?
There's also a performance question. While we can now use Blueprint nativization to convert Blueprints to C++ the result will be a fairly naive version, fast enough for most purposes but not if you're trying to push every bit of performance. This is where you're looking at making sure you're hitting things such as using the CPU cache as well as possible for an ECS system (Look at ENTT or Flecs if you want to see what they're about and why you'd want one), or a system needing to process massive amounts of data quickly such as the Voxel Plugin.

How can I make a procedural terrain using a seed?
There are some existing plugins, such as the voxel plugin that you can use, though keep in mind features like multiplayer are behind a paywall.

Voxel Plugin - Only way to reasonably achieve voxels, 2.0 coming soon which should resolve a lot of current limitations (have stated plans for RVT support)

take a look through the code in GitHub, if you can't make something better than that, I would recommend to just use it.

Simple way to procedurally generate a terrain during runtime?
If you're happy to let plugin authors do the heavy lifting then I'd be recommending looking at things such as Voxel Plugin. For this one there's a free version available and a paid pro version but both are able to produce infinite terrains from noise functions, and allow them to be changed in gameplay. Other plugins are available which can do this but this would be my personal recommendation as I've had positive results from it.

I would recommend starting with a pre-existing game engine and a voxel plugin- for example Unreal and /u/Phyronnaz's VoxelPlugin, Godot and Voxel Tools or another combo.
