How to regenerate server?
This could possibly be done with Skript using yaml to tell it what to do on startup or shutdown. Although I would personally prefer using RCON like u/Mutated_Zombie mentioned. There exists cmd execs you could use in a batch script.

Query Server Data Locally
You can use rcon to run commands and filter the output. It's not pretty, but it doesn't require any kind of external service (also you need to write the scripts yourself).

I would say out of those, Paper, mainly due to lack of toolchain complexity or unusual concepts like mixins. I'd say it's a great introduction to Java.

Minecraft Pi Edition was an ARM-only release of Minecraft Pocket Edition that is scriptable using TCP sockets, with APIs for various programming languages. What is everyone using now?
Skript (this is a big one - it allows you to create custom scripts, which can run on schedule, at certain events or can be triggered by commands. it also allows you to create your own fully-custom commands, which, in full honesty, could replace a lot of other plugins in this list. the possibilities are practically endless and the knowledgebase and support are great. make sure to check it out)

What would make a language ideal for use by non-programmers who don't intend to learn software development?
A lot of DSLs are designed towards "non-programmers." Have a look at [https://docs.skriptlang.org/] and how it somehow looks like YAML, with which the target demographic (Bukkit operators) should be familiar.

Need a plugin that can run a command when a player pays x amount of money
I've been using GUIPlus for years and have found it generally pretty good for basic stuff, though a bit limiting. For more advanced stuff, you could get into creating your own GUIs with Skript and skript-gui, which makes the possibilities basically endless.

The scripting language Skript. Its used to create simple plugins for minecraft without having to create your own plugin in java. It even got me interested in PLs, as it's quite simple to extend it
