I made blueprints in vanilla minecraft. I plan on making this into a datapack.
Said list can be found here: https://github.com/Arcensoth/mcdata/blob/master/processed/reports/blocks/simplified/data.json (It's not plaintext, but JSON is arguably better if you're using a script for it.

1.19 Vanilla Worldgen Pack (With Dimension Files)
I made it by finding the biome parameters for the Overworld and the Nether, converting them to dimension files, and placing them in the 1.19 default worldgen pack.

Can be placed on everything
eg: /give @s dirt{CanPlaceOn:["#namespace:all"]} 1 search around to find an all block tag this ones from 1.17 but it should work until you find a better one: https://github.com/Arcensoth/mcdata/blob/master/processed/reports/registries/block/data.json

Using Spawn Egg In Andventure Mode
Information about what exists in the game can be generated from the server jar, which the mcdata repo uses to generate a continuously updated version of the list of several things, including a block tag that has all blocks.
- Is there JSON for default minecraft biomes?
-
Item tag with all the items in the game

What is the best configuration for large player counts?
For 1.12.2 try using Akarin. Its a super optimised, (mostly "multicore") jar. And it even works with bukkit plugins!

The Horizon Anarchy First Impressions: It's Not Good.
" The situation with third-party software is that while additional work (from plugins) do use additional cores, the core world mechanics (ticking, etc.) largely remain the same. Attempts to make the core mechanics multithreaded include Akarin, but do be warned this is very complex work and things get buggy very easily."
