What's the state of the art in self-hosted servers these days?
While anecdotes rarely can prove a point, here is my experience anyway to consider: Only a bit less than two months ago I stumbled into that brunolopes repack and tried it out wanting to try and tinker around a bit and it provided an easy start for doing so. Vanilla repack with classic wow data?
get a months old repack if you can find that, or I suggest you should go to https://github.com/vmangos/core and compile the very latest version for yourself. Get a tech friend to help you if compiling yourself is too hard.

Custom BIS character private server
might as well spin up https://github.com/vmangos/core on your personal computer. then .additem yourself to bis, set level 60, then mod hp 1000000 and go to town. you can tp anywhere and do whatever as your own server admin.

The wiki has a list of the open source emulators but it's missing AzerothCore (3.3.5) and vMangos (1.12.1).
