We created Lowdefy (co-founder here) to built web apps fast and it is really working well for us and our customers. We’ve already rolled out a few enterprise level apps in record time and the platform really scales well as apps evolve and get really complicated. Even developing apps as a team is a breeze since you are working with yaml / json which is easy to code review, copy, paste, find and replace.

We are! We started Lowdefy , co-founder here shameless plug, by building apps for customers. Our model is to build their back-office apps for them with no up-font dev charge, we just agree on a monthly fee. This monthly fee includes any changes and reporting in the future at no additional charge, as long as the scope remains the same. And they own the data in their database of choice.
The model is not perfect and does not work well for every type of process, but we have a few very satisfied customers. Just enough success to slowly grow our business and buy us enough free time to build and improve Lowdefy.
Currently it's working really well, like one gear turns the next. The apps we sell help us test and improve our low-code platform. The more apps we sell the more we invest in our platform and as a result all our apps get better, more feature rich and easier to maintain. Hopefully next, by building an open-source community around Lowdefy we can accelerate this cycle.

"Complex" is subjective... I really like https://directus.io , rest and graphql out of the box and sane DB schema, so you're not locked into it forever.

Another one I tried is Directus, it's more a Content Managing plattform, but it connects to a database, provides you with a REST/GraphQL API and gives you a nice admin interface to manage the database.

If you're looking for something simple, well made, and unopinionated your best bet might be Directus. It sits somewhere between a DB manager, a CMS, and auto-provisioned API. All the integration (frontend, SaaS, mobile app or otherwise) is left to the developers. I've only toyed with Directus but I can't wait to make a billable project with it.

Maybe give Directus a try? It sounds like it may do what you're looking for. It supports connecting to a SQL server database and you can give fine-grained permissions to individual users for managing the data in the database.
