The biggest failure of the article is explaining how to make symbols represent information. Author states "having sets of symbols (essentially just patterns that stand for things) to represent information". This task is impossible! In order to transmit information the meaning of symbols has to be agreed upon by at least two parties. When parties in the agent's environment change continuously, it's impossible to create such an agreement. Every time an agent interacts with something new this interaction can not be expressed symbolically. However it can be represented by a point in time. I believe the road to AGI lies through understanding of SPIKES, OSCILLATORS, TIME and POINT PROCESSES. They are the lowest level instructions/primitives composing higher level mechanisms. Does any one agree/disagree? Want to add anything to the list?
