The number of mentions indicates the total number of mentions that we've tracked plus the number of user suggested alternatives.
Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

[D] Is there a term for this kind of "grid search" in literature?
If you want to see a particular implementation of it, check out the well known libsvm library (https://www.csie.ntu.edu.tw/~cjlin/libsvm/) which will do it for you. Look for grid.py (https://github.com/cjlin1/libsvm/blob/master/tools/grid.py)

libsvm++ : Rewritten libsvm with newer C++
The most famous library for Support Vector Machine (SVM) algorithm is libsvm (https://github.com/cjlin1/libsvm/), but I felt that its code style is too old, I rewrote in newer C++ as a hobby project.

I'm looking for a Go computer vision package that isn't GoCV.
I've been meaning to try GoML and Goro, the latter being based on Gorgonia. No idea how relevant either are to your needs.
What are some alternatives?
When comparing libsvm and goml you can also consider the following projects:
tfgo - Tensorflow + Go, the gopher way
GoLearn - Machine Learning for Go
gobrain - Neural Networks written in go
Gorgonia - Gorgonia is a library that helps facilitate machine learning in Go.
golinear - liblinear bindings for Go
gosseract - Go package for OCR (Optical Character Recognition), by using Tesseract C++ library
ocrserver - A simple OCR API server, seriously easy to be deployed by Docker, on Heroku as well
go-fann - Go bindings for FANN, library for artificial neural networks
go-galib - Genetic Algorithms library written in Go / golang
godist - Probability distributions and associated methods in Go
