Problems installing GD and GD::Raw on Windows
The errors indicate raku can't find the native gd library. I'm guessing you need to install libgd first. See https://github.com/libgd/libgd.

Actually there is a pending patch for FFmpeg - you can search "avcodec/jpegxl: add Jpeg XL image codec and parser" or refer to this repo
