Reasonable people can disagree on licensing issues, and obviously they can give out grants under whatever conditions they like, but telling developers that JetBrains knows what license is best for your project's users seems intrusive to me. My project has almost 900 github stars, it's under the LGPL and in almost 7 years no user has ever asked for a less restrictive license.
Why does it only allow MIT or Apache licensed projects to apply? This is extremely restrictive. Kweb uses the widespread LGPL license. If LGPL is good enough for glibc, why not good enough for this?

Sort of, Kweb expects you to build your HTML using the Kotlin DSL - because the expectation is that a lot of the HTML will be dynamic. However, we have an issue for automatically converting an existing HTML document to our HTML DSL.

Shouldn't be anything preventing you from using it with tailwind right now, see here for an example of adding a CSS include to a page, then just modify element's class attributes as tailwind requires.
