Where Do Stolen Bikes Go?
The line visuals at the bottom are not using Mapbox. Rather they're using the open source Kepler.gl [0], (a user-friendly wrapping of the deck.gl library [1]). These can use Mapbox for the underlying basemap, but the data rendering is done separately.
(This is easy to tell if you look at the page source. The map at the bottom is an embed from a static HTML kepler.gl map [2])

[OC] My history of visited places in my hometown.
I exported my Google Maps Record and downloaded it. .json file is downloaded. Then we convert it into .CSV file using a Python script. And then to visualize, online web Kepler.gl is used.

I want to learn how to make artful maps like these. Is GIS a good place to learn this, or another program?
If you know any python programming, check out Kepler. It was a part of Uber's mapping systems that became open source. It can make pretty good looking maps. https://kepler.gl/

Big Spatial Data Visualization using DeckGL - In this tutorial, we will explain how to process UK-Accidents(1.5 Million Points) spatial data using python and visualize it using DeckGL
Neat, also worth checking out is kepler.gl, and datashader

Inkscape as a purely command line tool
If you look at the installation instructions for the extension, it links you to more recent releases for autotrace with some installers.
- Watertight vector maps from raster images
-
Inkscape Ray Tracing – an extension for Inkscape to draw optical diagrams
There is also autotrace: https://github.com/autotrace/autotrace
What are some alternatives?
leaflet-locatecontrol - A leaflet control to geolocate the user.
inkscape-centerline-trace - A bitmap vectorizer that can trace along the centerline of a stroke. The builtin inkscape 'trace bitmap' can only trace edges, thus resulting in double lines for most basic use cases. It uses 'autotrace -centerline' and an optimal threshold to vectorize a pixel image.
maps - A Mapbox react native module for creating custom maps
Inkscape-raytracing - [Moved to: https://github.com/damienBloch/inkscape-raytracing]
3d-force-graph - 3D force-directed graph component using ThreeJS/WebGL
gdal-js - This is an Emscripten port of GDAL, an open source X/MIT licensed translator library for raster and vector geospatial data formats.
processing - Source code for the Processing Core and Development Environment (PDE)
UC2-GIT - Respository for Open-Science modular microscope system.
motif.gl - Open source, no-code, network visualization tool for graph analysis and investigation
rayopt - Python optics and lens design, raytracing
atlas - OSM in memory
Astree - Astree is a free open source optical ray tracing and design software
