Safari Team Asks for Feedback Amid Accusations That 'Safari Is the Worst, It's the New IE'
Check out Google's WebKit Debug Proxy project. It's built on the same open source remote debugging protocol that macOS uses to talk to iOS Safari. It's not quite the same as having access to the browser on your desktop, but both macOS Safari and iOS Safari are built from the same codebase these days iiuc.

Can someone advice me on how to debug safari?
I've googled it but all i've found is https://inspect.dev/ which i need an ios to inspect (but seems to be a nice tool) and this devkit https://github.com/google/ios-webkit-debug-proxy which frankly I don't know how to use i've installed it but I don't know how to even start to use it.

I don't think anything replicates all the functionality 3u offers, so it depends on what you need. If you're just looking restore/update devices then libimobiledevice will work, that's probably what I'm going to start using. You can download it for Windows here.
