Any speed test tool to run on the router to test local speeds?
For a website, there's OpenSpeedTest. I haven't seen this integrated into openwrt (eg. opkg) but it's probably what you're looking for if you're tech savvy.

How SVG file is Animated like this? Server Side Rendering??
I saw this video on youtube and it's an OpenSource project.
No, there's no server-side rendering involved. If you look at the Javascript source code, you can see that it just looks up SVG DOM elements and modifies their properties to create the animation.
