The image create is actually pretty good. It decodes a lot of stuff natively, and encodes to JPEG and PNG. I actually used it to make something very similar.
I'd like to write a program that combines images into .gifs, but in rust.

https://github.com/image-rs/image has decoding support for WebP luma channel only. Could really use chroma decoding. There is a draft PR, but it's stalled.

First, let me explain a crate, where old dependencies do matter. There is one very handy crate called nshare. It's used for converting images into ndarrays. The libraries between nshare converts are regularly updated, for example to support new formats or to make the usage more convenient. If one writes a new software there could be conflicts in versions of ndarray (for example), so we make sure, that nshare is always up-to-date and works with the newest versions in order to build the best code on it. Another example could be everything cryptographic. If there would be a security issue with ring we really want every dependent to be updated.

The ones who usually ask needs something more, they already know some of the books that they can buy, the issue it is choosing one. For the standard cases i always recomend first the free official one doc.rust-lang.org/book/ and if want more Programming Rust 2nd Edition https://www.oreilly.com/library/view/programming-rust-2nd/9781492052586/ which it is the best book in my opinion for the average developer

https://doc.rust-lang.org/book/ is awesome but "go read the rust book" isn't the best intro for new team members - people need to learn by doing. https://doc.rust-lang.org/rust-by-example/ is lighter weight and generally a more engaging way to get stuck into the language.
Am I the only one that hate compiling C++ and Rust packages??

My suggestion would be to go and read the Rust book, and find out what sets it apart for yourself. Cause we've already spoken about the borrow checker and I quite like not having to malloc()/free() everything which lets me focus on more important things like delivering working code.
