I've been looking into doing something similar and stumbled upon a method that uses personalDNSfilter with OpenVPN for personalDNSfilter, which is a special version of the OpenVPN for Android app.

Idk if this really helps as you said that most vpns do not work but I'd suggest to check this website to get a .ovpn file and then connect to the vpn with an app like this one. You said you tried Tor Browser, but did you try with Orbot? (Supposing you're on Android as you replied to a comment saying that you use a Samsung)
Is there a vpn that is able to choose a random country instead of the fastest one?

Russian internet censorship is very simple. They don't seem to be using DPI to target VPN protocols at all, instead trying to block IPs/subnets of known commercial VPN providers. Blocking IPs, subnets, and domains is the primary operating mode of Roskomnadzor.
There allegedly is DPI, but it only comes into play as an extra measure against things like domain fronting, proxies, and plaintext HTTP. It'd look at the SNI and inject a RST packet to drop the connection. As it does not even try to implement TCP, analyzing each IP packet in isolation, there are various interesting utilities that mess with it by, for example, splitting the TLS ClientHello into two TCP packets in the middle of the domain name.

Has anyone managed to bypass DPI on their iOS devices locally (without connecting to overseas VPN)? It seems like almost every other popular OS has had a publicly released method (Windows, MacOS (and Linux), lots of others for Linux, even Android), and only the iOS community seem to have no interest, or at least public interest, in local DPI bypassing. Achieving local bypassing would allow for access to all the ISP-blocked websites, without the speed penalty that comes with a foreign VPN host.
What are some alternatives?
