Is impossible to downgrade iOS 7 because the SEP is doesn't compatible, but you can iOS 10.3.3 with ota-downgrader https://github.com/LukeZGD/iOS-OTA-Downgrader

[Question] I have an iPhone 4 on 7.0.2. I‘m trying to save onboard blobs using ios ota downgrader. ibec stuck at 63.7%. Any ideas or alternatives?

Yes. Use iOS-OTA-Downgrader as per the other comments. However, I wanted to point out that you should be able to use 4tify-iPad2 to dualboot iOS 4 on there too...
