Instead of writing it from scratch, you can try to contribute to Haveno. They even tag their issues with "good first issue" and provide bounties for certain issues. See https://github.com/haveno-dex/haveno/issues

instructions how to build to thingy are over there: https://github.com/haveno-dex/haveno/blob/master/docs/installing.md doesnt need to sync monero testnet, when launching the haveno instance it automatically connects to a remote node and the wallet address can be found in the "funds" tab (which can be funded through the faucet link), all very easy and super quick to try it out <3

I think lightning payments to buy and sell fiat on Bisq will be great. Lightning will solve one of the issues Bisq faces when on chain mining fees are high for a consistent period of time and doing small trades gets prohibitly expensive. I do not know enough to answer the technical apsects of your question, but take a look at the proposal to create a Three-party lightning escrow trade protocol for Bisq 2.

Manually at the moment. The funds are controlled by the role of Burning Man. Bisq has been trying for a while to move away from this model and recently a proposal was accepted to Distribute Burningman role to contributors. This will mean the Burning Man role will become a lot more decentralized as any contributor can take it on, and likely multiple will.

There is a proposal to add lighting to Bisq 2. These things take time especailly with the peer to peer nature of Bisq and as above lack of captial. I would not want it any other way though. Slow and steady wins the race.

This was an interesting proposal / discussion on reputation for a Bisq proposal to add a negative score for protocol violations. Achieving reputation is hard without sacrificing privacy. But reputation is not needed if the trading protocol is well designed.
