Changing the Android captive portal page
I've been using the homeassistant shopping list integration but I'm planing to switch to "Specifically Clementines" [1] it's not as complete as grocy [2] but that's a feature. My partner will add to a list, not use an inventory managment system.

Asset Management for family?
I've ran Snip-IT and PartKeepr before and they are both good. I've also ran a highly customized version of grocy where I stripped out all the unnecessary food-specific features and just repurposed the inventory, lists, and barcode scanning features to be run on the built-in API server. Worked great too, but definitely not a viable option for general users.

But Grocy is there to fit all and therefore it's possible (since v2.4.0) to add any field you want to any entity (= products, chores, shopping list items, everything) buy utilizing Userfields (search ref).
The Userfield type "Select list" renders a standard dropdown menu item with items defined at Userfield level, not that much different at the end. To have built-in (or also own Userentities) available as a Userfield type is already tracked in #335 (not yet done).

I have used it for years both self hosted and with them hosting and it's been a great low cost solution for asset management.

Asset Management for family?
If you like the IT method of asset management, then Snipe-IT is what you want. If you want something more inventory-y and parts-y, then check out PartKeepr or Inventree.

Home "Inventory" Tracking Idea
Tiles are useful, but if you're in the mood for an unnecessarily complicated project I think that the software you want is SnipeIt. Combine with tiles or similar beacons and a bit of presence detection and you have current holder, current location, checkout history...

Inventory system to track individual users' inventory
You can take a look at the Snipe IT it is great and could be self-hosted. Or you probably could build a custom simple app using Google AppEngine. This option is more complicated than just using a spreadsheet but less complicated than writing your own webapp.
