How to setup Outline using 2 VPS?
You mean I have to setup V2ray with shadowsocks on Iranian VPS, and install outline on European VPS, and then use same port and replace IP/URL in outline link? I found https://github.com/KANIKIG/Multi-EasyGost in the past days, but it is not work, it doesn't even connect.

Obfuscate specific connection
This is an easier setup script that I use most of the time for this, but it is only in Chinese. You should be able to figure out what to do using a translator of some sort (google translate works)

Wireguard over vmess/vless
I will recommend renting a temporary vps from vultr and use gost to route the wire guard traffic using websocket, which makes it unidentifiable.
