There is one Flutter app I use that works well but it is also a fairly simple one and open source (https://github.com/JagandeepBrar/LunaSea).

Just needed a sanity check on my server
Anyway, like one of the other responders said, you can check if a video is transcoding from within Plex, but if you want more info about what your server is doing I highly recommend setting up Tautulli, because it makes monitoring and configuring various aspects of your server easier. You can even set up Tautulli on your phone by using LunaSea, making it very convenient to check the status of streams and use Tautulli's other functions.

Looking for more useful apps to self host
On a supporting side of things, do you use LunaSea? really good app for Plex/Sonarr/Radarr/Lidarr management, but also can be used with Overseer and UptimeKuma for site down alerts. also has an external modules config i use to add Overseer UI

Prowlarr RSS search and Nginx reverse proxy (regex location)
Jackett reverse proxy don't need regex, also radarr/sonarr with LunaSea. All of them are working with SSO login (vouch-proxy) on /app location, not on /api
