That's a "slider" or "carousel". Good plugins for this are Glide, or TinySlider. Also understand if you put actionable content (links/buttons etc) in a slider, don't expect users to interact with it: https://shouldiuseacarousel.com

Need help with flickity slideshow transition CSS please. I am working on a Shopify site and the theme has a built in flickity slideshow section, it only has one transition effect which is slide but I want it to be fade instead. Could anyone help?

Do developers create carousels from scratch most of the time?
As always with development, it depends. Some carousels need a lot of features to meet requirements. If you need something really simple, use a css one. If you need a complex one e.g flickity then use that as making your own version of that would be unfeasable.
