Synology Photos is utter bullcrap
For me, Google Photos is actually my source. Most of my pictures are taken with my android phone. I then have a process run that runs https://github.com/dtylman/gitmoo-goog to retrieve the pictures from Google Photos every day.

Google Photos gave me an excuse to upgrade! 8TBx2 WD Reds in Raid 1.

Sync Photos From Google Photos To Synology
i did that, but was still not found. I just resorted to https://github.com/dtylman/gitmoo-goog which I run on a windows laptop at boot time. Its not ideal but does what I need.

c2FmZQ surely has a terrible name but I guess it ticks all of your points otherwise. It is a fork of Stingle. I only see one issue: while the Android app is available with selfhosting patches, you probably would have to update and build the iOS app by yourself.

You can use Stingle Photos (Website, App Store), they offer 1GB free backup and unlimited (or limited to device capacity) photo encryption. Their servers are in the US but you don't have to use them if you only encrypt
