FWIW, The M.2 and mini PCIe form factors are more cost effective. I added one to the WiFi+Bluetooth slot on a refurbished Dell desktop to perform object detection in my CCTV NVR.

Cameras could be built using a single board computer (like the Raspberry Pi Zero, but there are better and cheaper options) plus a USB camera module, and the necessary firmware that could well be just a simple script invoking ffmpeg or similar streaming software; all Open Source.

The hardest part would probably be making an enclosure that is solid enough to withstand being exposed to sun, rain, temperature deltas etc. and remain sealed to protect the electronics.

No one has mentioned Frigate. It has taken the "homelab"/selfhosted world by storm & utterly dominates. Open source, works great, & by far some of the most sophisticated detection/triggering schemes one can acquire, period. https://frigate.video/
I have two Hanwha units I never got around to using at my last place. H.265 IP streaming out. Onvif is the main standard everyone seems to use for streaming out.
