Docker as personal linux computer
That's basically what geodesic does. I use it almost daily with my team and it allows us to maintain the same tooling cross platform.

Making many small changes to code in docker container
Even better but maybe more far fetched, setup a Dockerfile for your dev environment (example: https://github.com/qdm12/basedevcontainer), configure your laptop Docker to connect to the Docker daemon of your server over TLS. But that's a lot of setup.
What are some alternatives?
docker-backuppc - Docker container with BackupPC version 4.x/3.x based on Alpine distribution.
docker4drupal - Docker-based Drupal stack
netshoot - a Docker + Kubernetes network trouble-shooting swiss-army container
minideb - A small image based on Debian designed for use in containers
docker-android - Android in docker solution with noVNC supported and video recording
qbittorrent-nox-static - A bash script which builds a fully static qbittorent-nox binary with current dependencies to use on any Linux OS
kubernetes-extension-fortosi - 'Fortosi' Kubernetes extension is meant to address a fundamental requirement of any project team running their applications on Kubernetes - which is to quickly provision CI/CD pipelines (on demand) for their various private/public GitHub projects/organisation using simple kubectl commands. Basically, implementing the concept of No Ops. It is agnostic of cloud platform, be it AWS (EKS) or Azure (AKS), and agnostic of application technology framework.
meinheld-gunicorn-docker - Docker image with Meinheld managed by Gunicorn for high-performance WSGI (Flask, Django, etc) web applications in Python with performance auto-tuning.
ssm-multi-tmux - Run an interactive command on EC2 instances using AWS SSM in synchronised tmux panes
ros-devcontainer-vscode - ROS dev container for vscode
tfcoding - Render Terraform's Expressions and Functions locally without any hassle.
vscode-dev-containers - NOTE: Most of the contents of this repository have been migrated to the new devcontainers GitHub org (https://github.com/devcontainers).
