Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.

Some of the options that we considered were Ghost, Jekyll, Hugo, Nanoc, and Gatsby. There are even more frameworks beyond these, and each tool has its pros and cons. Which one do we recommend? Well, we don't. The best tool for you is the one that fulfills your requirements.

Not sure with Locale. But i think you can find a easy way using Scully https://scully.io/ . It let you create static content for all pages , even create Plugin in order to get the data for dynamic content. Give a try.
