Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

I'm not sure if what I suggested will work 100% (as far as I know, if it doesn't try to access it at runtime, there's no problem) but I know it's possible in theory. If not, try https://github.com/dint-dev/universal_io -- they seem to have done the black magic of switching between the two.
