Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.

Error while using Evillimmiter
This issue isn’t fixed yet in some cases -> https://github.com/bitbrute/evillimiter/issues/123 But i guess they are working on it. Here are some similar programs I would recommend NetStalker tuxcut there’s also a windows version for Evillimiter Evillimiter-windows. Hope this helps if you have any other questions feel free to dm.

a program like Netcut , but free for pc
You could just do it in your Router Settings. Or if you know what I am talking about, look into openwrt and if your Router is supported by it (it is a custom firmware for supported routers, you can do alot with that). Then there is evillimiter, but wasn't updated for longer now and not sure if it still works.

Any software to limit wifi speed for people in my house?
Evillimiter and Netstalker come into m mind. Or just look into your Router's settings and firewall, if it has a feature to limit bandwidth.

Port scanning tool with extensive configuration
my ObsidianSailboat tool, which is essentially a wrapper around nmap and NSE, kind of gets close. you can discover IPs with open ports and then only scan them and accumulate knowledge about them. so sweep a subset or two, then dig deeper on only live IPs. but it'll still send connection requests to closed ports on live hosts (e.g. if you do an HTTP scan of hosts 1 and 2, but the port is closed on host 2, host 2 will still get that attempted connection and possibly log it).
