ATTENTION: The only legitimate source from which Electrum can be obtained is https://electrum.org. By using the Electrum installation that comes with Tails (https://tails.boum.org is the only legitimate place to obtain Tails from), you're introducing one possibly weak link into your setup. Same goes for downloading the Electrum app on Android. While the Google Play Store might be relatively secure, as is Tails, relatively secure, you do introduce another point of failure and trust. I have no idea about that wallet you have used, but if you can get your seed words then you should be able to recover your bitcoins in any legit wallet like Electrum and then you will be able to withdrawn the BTC.

I'd recommend trying this stuff first. Get yourself a wallet, get just a little bit of Bitcoin and start using it. For BCH look at https://bestbchwallets.com/. For BTC there are a lot of options, e.g., https://wallet.mycelium.com/ or https://electrum.org/. Buy something with it or send a little to a friend. If you want to buy something on Amazon, do it via https://purse.io/shop and you'll pay a bit less. Here's some BCH you can use to get you started with using a BCH wallet /u/chaintip

If you really want to do this then you can install Electrum from https://electrum.org and plug in your Ledger. Create a new wallet and choose hw device. It will sync and show your wallet history including the stuck transaction. You can right click that tx and choose increase fee, if available, and it will guide you through issuing an update tx that pays higher fee and will confirm quicker.

(I tried updating to the most recent Electrum version, and it didn't work either. Yep. Should overall work that way. Although I would factory reset the device as step one. Never bring it online. And move a pgp-signatures verified Electrum version from https://electrum.org to the mobile via OTG-USB or microSd. The rest of your step look okay to me.
