Is there anything that tracks power usage?
if you're handy. get a tp-link smart plug that supports power monitoring like an HS110 https://github.com/jamesbarnett91/tplink-energy-monitor theres docker info in the github link as well. theres probably other projects like this on github thats more up to date but this is what i found in 10 seconds.

Great. After looking briefly at https://github.com/jamesbarnett91/tplink-energy-monitor, it does indeed appear to be running Express, so it's listening on 3000, it's just not being exposed.
