Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

What are the GitHub repositories or blogs to learn industry-standard coding for Web API
The eShopOnContainers is pretty popular, have you seen it yet? https://github.com/dotnet-architecture/eShopOnContainers

Best practices for organising Mock Data & Repositories in Testing
For an example of an aggregate if you're unfamiliar - https://github.com/dotnet-architecture/eShopOnContainers/blob/3169a933447f1013c069e2cad2805c5de1ce9fbf/src/Services/Ordering/Ordering.Domain/AggregatesModel/OrderAggregate/Order.cs

App for Conferences
You can check out eShopOnContainers as a reference architecture if you want, but (assuming this is meant to be somewhat of an ad hoc solution rather than a paragon of software engineering) I'd minimize the number of deployable assemblies (1 + tests if possible) and avoid Docker, again unless you have a specific reason to use it.

Any simple microservice example using RabbitMQ?
For K8s, it has a whole directory with deployment scripts. https://github.com/dotnet-architecture/eShopOnContainers/tree/dev/deploy/k8s

Small or medium sized open-source microservices
Maybe Microsoft’s eShopOnContainers reference system?
-
Anyone have a link to a public repo of a full scale web project?
This Microsoft repo on GitHub has full fledged system composed of many microservices, including a web application. The front end, tho, is in Angular. You may find some good references from the general architecture and infrastructure, to the code itself. https://github.com/dotnet-architecture/eShopOnContainers

How do I convert this project to just a WebAPI
Failing to grasp what the Infrastructure project is for just goes to show how little you understand the architectural style and its implementation across .NET. Every other major example app implements it the same way, see Microsoft's official example eShopOnContainers

If you want you can look at eShopOnContainer example and get running locally - https://github.com/dotnet-architecture/eShopOnContainers

If you actually have MacOS device and can install Xcode and so on then you can proceed here and read the instructions.

I find it's not possible to do serious C/C++ coding on latest macOS
Have you considered using a dockerized osxcross cross compiler toolchain in your CI? Granted it is a bit clunky to setup...

Apple just lost its lawsuit trying to ban iOS virtual machines
Technically it's possible, but possibly not legal:

According to the EULA you may only use the SDK on Apple-branded computers. But you can use Linux to cross compile to Apple.

A Completely Open-Source Implementation of Apple Code Signing and Notarization
This is actually a solved problem, using osxcross[0]. The experience is honestly very smooth, and we don't require any apple proprietary binaries. The only thing apple-proprietary is their SDK (containing the header files for compiling, and tbd files for linking), which can be downloaded from apple's website (at least if you have a developer account), or from various GitHub projects archiving them.
- Because cross-compiling binaries for Windows is easier than building natively

Can I build windows apps using flutter on Mac OS?
You can easily setup a VM using a Docker image to compile a windows app. There are also such things as OSXCross. https://github.com/tpoechtrager/osxcross
