I would like to bring up some counter-examples:
- 1. Generators that can allocate prevent comptime-overapproximation of potential stack usage (https://github.com/ziglang/zig/issues/157#issuecomment-76395...) or make analysis inside the compiler significant harder.

There are languages that work as source-to-source compilers like Haxe, Zig, Nim, but no emphasis on IR which you can compose with your own transformations.
What are some alternatives?
Nim - Nim is a statically typed compiled systems programming language. It combines successful concepts from mature languages like Python, Ada and Modula. Its design focuses on efficiency, expressiveness, and elegance (in that order of priority).
Odin - Odin Programming Language
rust - Rust for the xtensa architecture. Built in targets for the ESP32 and ESP8266
v - Simple, fast, safe, compiled language for developing maintainable software. Compiles itself in <1s with zero library dependencies. https://vlang.io
rust - Empowering everyone to build reliable and efficient software.
TinyGo - Go compiler for small places. Microcontrollers, WebAssembly (WASM/WASI), and command-line tools. Based on LLVM.
crystal - The Crystal Programming Language
go - The Go programming language
zig-range - A range function to loop over an index without an extra variable.
llvm-project - The LLVM Project is a collection of modular and reusable compiler and toolchain technologies. Note: the repository does not accept github pull requests at this moment. Please submit your patches at http://reviews.llvm.org.
regex - An implementation of regular expressions for Rust. This implementation uses finite automata and guarantees linear time matching on all inputs.
rules_rust - Rust rules for Bazel
