Linus Torvalds suggests Paragon submit a git PR for the fs/ntfs3 driver
You could use dislocker (https://github.com/Aorimn/dislocker) but I do not consider it trustworthy. I would not let it write to a NTFS partition that actually contained important data. I just wondered, because Paragon likely delivered a product close to enterprise quality standards incl. testing, how they handled this.

If it is Bitlocker, you could try Dislocker to read it on Linux. (Note that I've never used Bitlocker and so cannot attest to the usefulness of this tool.)

Questions regarding NTFS & BitLocker on Linux.
I think Dislocker (i think it's in ubuntu's universe repo) is the most popular linux bitlocker software but i'm not aware of any actively maintained guis for it.

Is it okay to access files of win partition in dual boot?
There is btrfs driver for windows available https://github.com/maharmstone/btrfs but can't recommend other than read permission for accessing other systems files.

Is there a way to format my microsd in BTFRS (~40% space savings) with emulators and roms BEFORE my Deck arrives?
1 by default. I found these drivers someone's made after a quick search, but you might not want to rely on them.

Alternative to NTFS for dual boot?
There actually is a way to run btrfs and ext4 on Windows, but I probably wouldn't recommend them as they likely won't have the same speed and stability as a natively supported file system format.

Pre-formatting an SD card for the Deck
You can use btrfs (https://github.com/maharmstone/btrfs) and format it using a format that can be recognized by the SteamDeck and Windows. Process is a little bit technical though.
