This seems to be an old issue (https://www.reddit.com/r/mpv/comments/ezxupb/mpv_thumbnail_script_output_file_missing_error/). Did you grab the latest mpv_thumbnail_script_server.lua from the updated fork?
[Release] Marzzzello just updated the "mpv_thumbnail_script_client_osc.lua" to the current "osc.lua". You can now see the chapter's names in the seekbar!
