VS Code Syntax Highlighting
It's very rare I open files that big, but just for fun I took the 1k lines here: https://github.com/sqlcollaborative/dbatools/blob/development/dbatools.psm1 copied and pasted the code 37 times into a .ps1 file and opened it in ISE. ISE opened and highlighted it in like 1-2 seconds so the PS parser is clearly able to parse things quick enough for it to not matter.

There's also https://github.com/EvotecIT/PSWriteHTML which is portable HTML file you can generate. No need for server.
What are some alternatives?

Dashimo - Dashimo is very simple, intuitive PowerShell generated HTML file. That's right. A single, static HTML file that you can send to email or host on a website.
Front-End-Web-Development-Resources - This repository contains content which will be helpful in your journey as a front-end Web Developer

SqlServerDsc - This module contains DSC resources for deployment and configuration of Microsoft SQL Server.
PSPasswordExpiryNotifications - Following PowerShell Module provides different approach to scheduling password notifications for expiring Active Directory based accounts. While most of the scripts require knowledge on HTML... this one is just one config file and a bit of tingling around with texts. Whether this is good or bad it's up to you to decide. I do plan to add an option to use external HTML template if there will be requests for that.
vscode-powershell - Provides PowerShell language and debugging support for Visual Studio Code
PSSharedGoods - PSSharedGoods is little PowerShell Module that primary purpose is to be useful for multiple tasks, unrelated to each other. I've created this module as “a glue” between my other modules.
