… huh? Visual Studio is extremely not dead, they are literally about to release a 64-bit version after a massive rework. VS Code is a text editor which you can extend into being an IDE. Visual Studio is an IDE.
There are many reasons why one might be unable to upgrade to the latest version of any given thing. For an example close to my heart of why one might be unable to upgrade to .NET 6 (or indeed to later versions of the .NET 5 SDK), there's the showstopping https://github.com/NuGet/Home/issues/10389.

Using centrally managed package versions would reduce the conflicts to a single file.

So why is this ? Apparently a nuget restore just downloads the packages but does not copy the files to your VS project. This is a long known [issue[(https://github.com/NuGet/Home/issues/3787) with nuget. But this also means your umbraco folder does not get updated when restoring the nuget package.

If you're producing packages, then you might want to try conditionally including packages depending on the chosen target (e.g. include 3.1.x if the app is targeting 3.1.x and 5.x if targeting 5.x, etc.) but that's not well-supported in the tools, although Support multiple .NET versions might help you farther. Unfortunately, that solution only works for .nuspec files and the dotnet pack docs don't mention how to make this work using directives in the .csproj file. For project references, you're out of luck until the linked issue is fixed. There's a PR from a year ago that's never been merged.
