Are there any collaborative note apps like Outline that aren't as complicated to maintain?
I was going to suggest CodiMD but it seems these 2 are very similar?

Since you want a drop-in replacement for Overleaf I would recommend cloning Overleaf and following these instructions to get it running locally. Then enable Git in your overleaf Overleaf for version control.

I just remembered there is OverLeaf, which is a web based tool which provides a split view code and compiled version (not dynamic like Lyx). While I haven't done this myself, you can also install it locally overleaf

Is there any feature to track changes or comment in a LaTeX document?
I'd like to suggest Overleaf again since it seems to be exactly what you need. If you don't want to pay for more than one collaborator, you can actually host it yourself. You can add users and administrators as you like (you can also add an SMTP server to allow sending email invitations to collaborators).
