Calling a bird
Yeah, it can be done with appropriate scripting. You can try looking at the co10 Escape mission for an example of most of what you're looking for — in /Code/functions/Server/fn_RunExtractionHeli.sqf. (Note that some of the variables have "boat" in the name even though they actually refer to helicopters ... the script was originally adapted from an extraction by boat and they never bothered to change the variable names.) At the end of the mission, the players pop a smoke in an area which triggers this script to run; it spawns in two transport helos and an attack helo escort. The two transport helos land near the smoke and then the mission waits for all living players to get into a transport helo. When all players are on, the helos spool up and take off and the mission ends. It doesn't cover moving the players to another location but that should be a fairly straightforward task once you are familiar with how the rest of it is scripted.

KP-Liberation scripting question
Most importantly make sure you have the fix mentioned here because without that only the first squad of a battlegroup gets given a waypoint. So the others just sit there in the middle of nowhere.

Me and my boys have been having a blast on the Liberation mod, strongly recommend.
One big bug in the KP version of Liberation is that when battlegroups are spawned only the first group gets waypoints assigned. So if you're in Zeus and see groups of units a couple of km away just sitting there, that's the issue, here's the fix. It actually makes a huge difference.

Mods like vindicta or antistasi
There's KP Liberation, but you don't exactly start with nothing; the arsenal is fully unlocked from the start. You do, however, start with almost no base-building supplies and have to seize resources and run logistics in a long-running capture-the-island-style scenario, so it is similar to Antistasi in that regard. Think of it more like a different take on the middle- and end-game of Antistasi, in terms of gameplay.

This is the GitHub where you can get all the files for a dedicated server. Open the zip, copy the packed .pbo to your server's mpmissions folder. Follow these instructions to edit your server's config file.

How to import a custom faction into Vindicta/liberation?
Can't speak about Vindicta, but as I recall the KP Liberation Wiki has an article about config files and one of the config files contains presets for faction unit/vehicle classes, and another config file contains presets for weapons/ammo/equipment in the arsenal.
