Dualsense for PC?
All of your information is correct that Consoles Controllers are not supported by PC gaming, especially by their manufacturers but they're "made" to work with workaround programs like Steam Input or https://github.com/Ryochan7/DS4Windows or reWASD and many others that does convert your DualShock/Sense into a Virtual XBox Controller, the only controller that works on Windows because Sony and Nintendo rejected the idea od XInput even if it's free and easy to implement.

I have a PS4 controller. In the DS4Windows repository, I found what looks like a packet structure. But can this be extracted while also RL is reading the controller output?

I gotcha. here! download this and run it. The program should recognize your controller. After that you enter the “options”. There you click “hide ds4”. It will load for a bit. Return to the main window and check for a red error message. If there is one then close Steam and the Nvidia overlay. Try again and it should work now. You can check for “ds4windows” on youtube to get a turtorial
