Ticket & Project Management (Solo)
I always suggest cerb. It is customizable and the developers are very responsive for giving out help. It has Project Management built in and is free if you host it yourself for under 3 seats last I looked. You can link any object to any other object so you can link tickets the way you want. You can also have tickets as one of your Project Board objects that you move around.

What to recommend to a client who needs to move beyond email?
Perhaps something like Cerberus? (https://cerb.ai/)

Atera ticketing enhancement request: Create our own ticket statuses
One of the ticketing application we used in the past (cerberus helpdesk) had a field you could update called "Next step" which was showing up in the ticket list view. You could put a short description such as "waiting for cabling company to pull new cat6 on May 10th", or "Need to contact datacenter support". So you could tell the precise status of each ticket just by looking at the ticket list.

Ticketing systems
We use cerb.ai - definitely has a learning curve and takes some configuration to get it up and running, but after that it works really well and the developers are very responsive (as well as good about keeping it up-to-date). Not as big a name as others, but I recommend because of the flexibility and versatility.

Are people interested in using and contributing to an open-source software similar to Atlassian JIRA?
I would start by looking at RT https://github.com/bestpractical/rt

Which ticket system do you use?
Request Tracker is pretty nice, and they don't charge by the user. Is open source and have paid support if the C-level's want/need that. They do either "cloud" hosting or you can host it yourself.
