If you can pass raw ffmpeg parameters then you should also be able to change SVT-AV1 parameters with svtav1-params. You can find windows git builds at ffmpeg.org.

Youtube-dl... sorta. You can use it to download the stream from both archive.org and abc but you will need to use something like ffmpeg to smash the segments back into one file. But not sure how to tame the ffmpeg concat sorry.. https://imgur.com/a/ehhiGHA

In swscale disabling dither as a thing was only implemented recently. As I said 8 bit RGB is 10 bit YCbCr, so only in that case it makes sense to turn off dither. https://github.com/FFmpeg/FFmpeg/commit/75285325500672a806ba93bfc1e0ace9c9e566c1

I downloaded a video from youtube it gave me this error but the video was downloaded anyways as a webm file

POSSIBLE COMMON ISSUE: It looks like you are posting about the youtube-dl error, "ffprobe/avprobe and ffmpeg/avconv not found". There are two sets of helper apps you need to use with youtube-dl. The preferred is from FFmpeg (ffmpeg and ffprobe). The alternative is a fork of FFmpeg called Libav (avconv and avprobe). You need to install one of these sets of utilities in order for youtube-dl to perform any "post-processing" functions that require the combining or modification of any audio/video streams. It is recommended that you use the '--ffmpeg-location' option to direct where youtube-dl can find your FFmpeg files.

Hopefully self explanatory. I absolutely love ffmpeg (and youtube-dl) for how simple yet powerful they are. I'm pretty sure with the two of them and a terminal, I could kill God.

VLC says it does re-encoding, but I prefer Handbrake or FFMpeg if you get into that stuff, and always better to make a new copy than overwrite in case it turns out badly.
