Check out homebrew (https://brew.sh/); it may feel a bit more familiar coming from the *NIX/*BSD world for application management.

Homebrew member here. Although we don't actively support macOS versions older than what Apple issues security updates for, we do try to at least keep brew itself working on 10.10 and later (I myself run 10.12 at home). OS X 10.9 was the first to ship with built-in support for TLS 1.2 (which has become a de facto minimum requirement to even browse the web these days), so there's bound to be bugs. Also, every macOS version older than 10.15.5 was hit with this issue that took a lot of work to route around. Sorry there isn't an easier answer than "try MacPorts" or "use a newer machine to pre-download everything beforehand".
Any recommended binary package managers?

I have little experience personally to recommend it, but Homebrew (https://brew.sh/) should work, and seems to be just what you are looking for.

Expanding storage on this relic?
1 project | reddit.com/r/chromeos | 6 Oct 2021
Unfortunately, USB and sdcard storage can only be used for documents, not for any applications or system folders. I've no idea if the built-in 16GB can be removed and replaced (likely soldered onto the motherboard?). If all else fails, there's a little-discussed Linux option to make the native CrOS linuxy system into a full-fledged Linux system onto which you can install additional packages https://github.com/skycocker/chromebrew .

Once this is merged, you should have mpv playing videos accelerated without the screen turning off. (I can get 4k HEVC files to play smoothly on my i7.)
