Easiest, Free, and Customizable Blogging Platform in 2022?
If you want to use something nice and simple, Bludit is a good option. I am considering to use it for my next projects. It is one of the easiest to install and does not use any resourses, does not need a database either. Just upload the files and fill the setup form and you are done: https://github.com/bludit/bludit

Need advice for setting up a small consulting business and website
I’ll tack onto this (also a tech professional here, hello!) Ghost CMS has pretty good built-in SEO tooling. It also has a content API, so as you scale and hire someone like u/whodat_2020 to build a more robust site, it makes their job of migrating and/or pulling in content from your existing site easier!

ArcoLinux website is a terrible undecipherable web 0.5 mess
There's nothing wrong with this inherently, but they definitely do need to redesign the theme or switch to a new one altogether that is much more cleaner. Alternatively, they should just switch over to Ghost and get a nice theme. Much more modern, much more easy to handle (and yes, it is FOSS).

You seem to have been in the game long enough, any runnings with ghost.org for web hosting? Bar the lack of plugins, any significant limitations - as compared to wordpress.org ?

If you aren't keen on PHP then something like Ghost could be good for simple blogs or you could look into a headless CMS and go down the JAMStack route.

Another option you can use that works out of the box is ghost.org and their pro plan. That is a pure blogging platform though and doesn't have the website-building capabilities of Squarespace.
