You can also download the Betaflight Configurator and look at the arming disable flags listed on the setup tab. Anything other than MSP/CLI would need to be addressed.

tinyhawk not responding to radio
If you're not getting an OSD your FC could be shot. If you're getting an OSD but there is no indication any of the control packets from the radio are making it through the issue is likely with either your transmitter or the receiver on the TH2 (having another remote/drone using the FrSky D8 protocol would be helpful to troubleshoot). If everything seems to be working but you just can't get the quad to arm, then there should be a message in the OSD to explain why, but if not see if you can connect the flight controller to the betaflight configurator to assist in troubleshooting.

Chrome Ships WebGPU
Looks like no -- there appears to be no tensor core or similar support and this SGEMM (fp32 matrix multiply) benchmark gets awful results (my laptop gets 330gflops on this when it should be capable of 13000 gflops).

I think you will be interested to read this article about the future of data programming in JavaScript (http://benschmidt.org/post/2020-01-15/2020-01-15-webgpu/).
I do think that this kind of thing will be able to be built on top of WebGPU (I saw this experimental POC that did so recently: https://github.com/milhidaka/webgpu-blas). The only issue is that since JavaScript doesn't support operator overloading, the code might be a little less readable.
